This here is future Rio~ In the future he is in, many buildings are underwater and fishes are able to leave their tanks~ Also, everyone have some robotic armor for outfits, and many had machines put inside their bodies~

Rio had to leave the mission early, because his powers went out of control for a bit, but he collected enough data for Hazardous to use~
